Travel on foot and public transport continues in the Finnish winters. Yes cars parked on the side-streets are buried under 2 metres of snow (suggest you don't buy a white car in Helsinki as you may never find them again... ever) and cycling is hazardous; but trams and trains run efficiently. It is only the small boats that have to be pulled out of the water to await the coming of spring.
